Does a 17 year old boy/girl have the right to have sex with a 12 year old girl/boy?

Question for lawyers and simply legally literate participants of this forum: does a 17-year-old boy/girl have the right, from the point of view of the current Russian criminal legislation, to have sex with a 12-year-old girl/boy?
After all, the subject of crimes under Articles 134/135 of the Criminal Code of the Russian Federation can only be a person who has reached 18 years of age, and in order for this act to be qualified under Articles 131/132 of the Criminal Code of the Russian Federation due to the young age of the victim, then she /he must be under 12 years old.
