But...
Laws are a set of rules that may contain both prohibitions and rights/permissions for certain actions, both on the part of the state and on the part of a citizen of that same state .
Our whole life consists of small and large "dos" and "don’ts". This is all about society, about morality and morality, about the culture and traditions of a particular society + regime. And yes, all this is only in the heads of all living beings.
